Question paper generation depends entirely on the bank underneath it. If questions are untagged — no unit, no difficulty, no marks weight, no outcome mapping — the software cannot select against a blueprint, and paper setting falls back to manual assembly.
Building that bank is the actual work: collecting questions from existing papers and faculty submissions, structuring them consistently, and tagging every item with the attributes your generator needs to select on.

Why the tagging matters more than the volume
A bank of ten thousand untagged questions cannot produce a balanced paper. A bank of two thousand properly tagged ones can — because the generator can hold unit coverage, difficulty distribution and marks structure simultaneously.
Repetition control is the same story. A generator can only avoid repeating a question across sessions if usage history is a field it can read. That is a metadata decision made at preparation time, not a feature you can add afterwards.

Access control
Question content is handled under the same role-separated access and confidentiality undertakings that govern answer-book processing. Access is limited to assigned personnel for the duration of the engagement.
Content stays yours
Questions supplied by or prepared for an institution belong to that institution. Material is not reused across clients.
Controlled handover
The prepared bank is delivered to the institution in the agreed format, and retention of working material follows the terms set in the engagement.
